In many of the photos it looks like it's the outer skin that's being stretched instead of the inner body. Is this what I'm seeing or not?

Penis Stretchers and Penis Extenders in general should be able to put tension on the outer and inner penis. Otherwise it defeats the purpose for anyone to design a penis extender or penis stretcher if it's just the skin that is their goal to stretch. I can pull several pounds of tension with both STILL-ON Systems penis stretcher and penis weight hanger.
